The Hiyama Subprefecture is located in the southwestern part of Hokkaido (the southern Hokkaido region), and administers an area that includes coastal zones facing the Sea of Japan, inland mountainous regions, and the remote island of Okushiri.
The subprefectural office is located in Esashi Town, Hiyama District. Hiyama is notable as one of the few subprefectures in Hokkaido whose administrative center is not a city, and, together with Hidaka Subprefecture, it has no cities within its jurisdiction. Historically, the region prospered through maritime trade centered on Esashi Port, and today it is characterized by fisheries, agriculture, and forestry rooted in a rich natural environment.
